Strengthen the Backbone of American Industry: The Nation's Small and Medium-Sized Manufacturers
U.S.-based manufacturing is facing a crisis today even more
significant than the competitiveness crisis of the 1980s. The current
crisis is marked by a steep decline in business investment, a sluggish
economy at home and abroad, and sharpened competition from low-wage
countries, especially China. The result has been 33 months of job
loss totaling 2.6 million jobs and the hollowing out of key components
of our industrial base.
Something needs to be done--especially for the nation's small- and
medium-sized manufacturers (SMMs) who have been hard hit by this
crisis. We enlist your support in a national campaign to strengthen
these firms, the backbone of U.S.-based manufacturing.
To address the critical challenges facing small- and medium-sized
manufacturers, the National Coalition for Advanced Manufacturing
(NACFAM) has developed a strategy, the essence of which is to reverse
and eliminate the alarming trade deficit by building an even playing
field, increasing SMM labor productivity, and leveraging national
resources through a major expansion of public-private partnerships.
Richard T. Lilly, President & CEO, Lilly Software Associates, is a
long-standing Board member of NACFAM, an industry-led non-profit
headquartered in Washington DC. Established in 1989 under the
leadership of Leo Reddy, NACFAM has done a remarkable job of building
public policies that support the interests of American manufacturing.
NACFAM has helped gain federal support for accelerated expensing of
capital investments by smaller firms, the nationwide Manufacturing
Extension Partnership service, industry-led skill standards and
certification for front-line workers, and the Small Business
Innovative Research program. NACFAM is presently encouraging
President Bush and other senior policymakers to undertake a bold
program to have a positive trade balance by 2010 and to even the global playing field.
With your support, NACFAM will be well prepared to campaign for the
interests of small- and medium-sized manufacturers in the crucial 18
months ahead: through the Presidential election and into the first
months of the next Administration.
